Program Analyst II, DoD S&T Financial & Program Support
Overview
Own financial and programmatic support for Naval S&T initiatives as a Program Analyst II at One Federal Solution, a SDVOSB supporting defense clients. You will drive planning, budgeting, and stakeholder coordination across multi-disciplinary teams, ensuring alignment with Naval needs. Work onsite in Washington, DC with senior military and civilian leadership. This role offers direct impact on POM submissions and TRA/MRL assessments.
What You'll Do8
- 1Conduct special studies and coordinate multi-disciplinary teams to support S&T program planning and execution.
- 2Facilitate Technology Readiness Assessments and Manufacturing Readiness Levels, acting as liaison with PEOs, SYSCOMs, and OSD.
- 3Own financial analysis and fiscal metrics, tracking program performance against budget targets.
- 4Drive POM submissions and financial planning for S&T fiscal cycles.
- 5Prepare financial summaries, reports, and briefings for data calls and Mid-Year Reviews.
- 6Develop and evaluate internal SOPs for audit readiness, tracking data calls and correspondence.
- 7Manage administrative functions including timekeeping, travel, and training coordination.
- 8Support IT initiatives and serve as Telecommunications Service Control Officer for Code 53 as assigned.
Requirements10
- 15+ years in program management, financial analysis, or management consulting within DoD or DON.
- 2Bachelor's degree in Finance, Business Administration, Public Policy, or related field.
- 3Demonstrated experience with DoD/DON budget cycle, including POM development and FMR/FMPM.
- 4Proven ability to liaise with senior military and government personnel.
- 5Strong analytical skills for data-driven recommendations and complex problem-solving.
- 6Exceptional written and verbal communication for briefs and official correspondence.
- 7Experience managing multiple complex tasks with meticulous attention to detail.
- 8Familiarity with Navy ERP or similar financial systems, plus Microsoft Power Apps is desired.
- 9Direct experience with ONR or Naval Research Enterprise is a plus.
- 10Knowledge of DoD property accountability and FIAR standards is desired.
