Program Analyst III (Surge)
Overview
Senior Program Analyst leading surge capacity for S&T program management and financial analysis under the Government Business Financial Manager. Provides strategic support, technical liaison, and operational oversight across multiple domains. This role offers unique exposure to high-level defense programs and financial processes.
What You'll Do8
- 1Provide senior surge capacity for S&T program management and financial analysis tasks as directed by the Government Business Financial Manager
- 2Lead planning and execution support for S&T initiatives conducting special studies and coordinating multidisciplinary teams
- 3Conduct detailed financial analysis maintaining fiscal metrics and supporting all phases of financial planning and budgeting including the POM process
- 4Develop analytical and administrative support including SOP creation for audit readiness and managing data calls and correspondence
- 5Act as technical liaison with senior military government and civilian personnel
- 6Prepare briefs reports and official correspondence for senior leadership
- 7Support ONR or Naval Research Enterprise if applicable
- 8Utilize Navy ERP systems and Microsoft Power Apps for financial management tasks
Requirements7
- 1Master’s degree in Finance Business Administration or related field from accredited institution with at least ten years of recent experience in program management financial analysis or management consulting within DoD or DON
- 2High school diploma or equivalent combined with at least fifteen years of relevant experience if degree waiver applies
- 3Proven ability to analyze complex information and make data-driven recommendations
- 4Demonstrated experience liaising effectively with senior military government and civilian personnel
- 5Familiarity with DoD/DON budget cycle including POM development and knowledge of federal financial regulations such as FMR and FMPM
- 6Superior written and verbal communication skills for senior leadership engagement
- 7Experience with federal financial systems and proficiency in Microsoft Office Suite
