Overview

The Program Analyst II (Surge) provides surge capacity for Science and Technology program management and financial analysis tasks directed by the Government Business Financial Manager. This role supports S&T initiatives through program analysis financial planning stakeholder coordination and administrative operations.

What You'll Do7

  • 1Provide surge capacity for S&T program management and financial analysis tasks as directed by the Government Business Financial Manager (BFM)
  • 2Assist in strategic technical program support conducting special studies and coordinating multi disciplinary teams
  • 3Conduct financial analysis maintain fiscal metrics and support budgeting for S&T fiscal submissions including the POM process
  • 4Provide analytical and administrative support developing SOPs for audit readiness and tracking data calls and correspondence
  • 5Liaise effectively with senior military government and civilian personnel
  • 6Demonstrate experience with the DoD/DON budget cycle including POM development and familiarity with federal financial regulations such as FMR and FMPM
  • 7Prepare briefs reports and official correspondence for senior leadership

Requirements6

  • 1Ability to think critically analyze information identify problems evaluate potential solutions and make data driven recommendations
  • 2Proven ability to liaise effectively with senior military government and civilian personnel
  • 3Experience with the DoD/DON budget cycle including POM development and familiarity with federal financial regulations such as FMR and FMPM
  • 4Superior written and verbal communication skills with experience preparing briefs reports and official correspondence for senior leadership
  • 5Bachelor’s degree in Finance Business Administration Public Policy or a related field from an accredited institution and at least five (5) years of recent experience in program management financial analysis or management consulting within DoD or DON
  • 6High school diploma or equivalent and at least ten (10) years of recent experience in program management financial analysis or management consulting within DoD or DON
