Principal Oracle Fusion Cloud HCM Functional Consultant
Overview
Lead a module workstream on OPM Modernization migrating legacy HR systems to Oracle Fusion Cloud HCM for the U.S. civilian federal workforce. Own functional design end-to-end for Fusion HCM modules while mentoring consultants and ensuring federal HR policy alignment. Drive secure configuration of Job Data Duty roles and resolve ambiguity in system design. Partner with technical teams on integrations and deliver functional documentation. This is a T4 level role focused on enterprise-wide COTS ERP SaaS solutions in an Agile environment. What makes this role distinct is its scope and impact on federal HR services.
What You'll Do11
- 1Own functional design and configuration for Fusion HCM modules including Core HCM Federal HR Absence Management Time & Labor Learning or Benefits from requirements through validation
- 2Translate federal HR policy into Oracle Fusion Cloud configurations resolving ambiguity and documenting design rationale
- 3Design and validate federal benefits configurations FEHB FERS CSRS TSP FEGLI and compensation structures supporting GS SES Wage Grade Title 38 pay plans
- 4Configure Time & Attendance settings for leave accruals premium pay AWS and FLSA compliance
- 5Create and validate Oracle Application Security models managing Job Data Duty roles and segregation-of-duties considerations
- 6Author and review functional test scripts drive UAT and parallel payroll validation
- 7Produce governance documentation configuration workbooks and training materials
- 8Partner with technical teams on integrations with federal systems EHRI eOPF USA Staffing and payroll providers
- 9Provide subject matter expertise for federal HR policy interpretation and system design decisions
- 10Mentor T3 consultants reviewing their configuration and documentation
- 11Facilitate Agile ceremonies including PI Planning sprint reviews and backlog refinement
Requirements12
- 1Bachelor's degree plus 7 years relevant experience additional experience may substitute for degree
- 25+ years hands-on experience configuring Oracle Fusion Cloud HCM with demonstrated module ownership
- 3Depth in at least one functional domain Core HCM Federal HR Benefits Compensation Absence Management or Time & Labor
- 4Solid working knowledge of two or more functional domains including Core HCM Federal HR Benefits Compensation or Absence Management
- 5Concrete experience designing and validating Oracle Fusion Application Security Job Data Duty roles and privileges
- 6Public Trust clearance required US citizenship mandatory
- 7Oracle HCM Cloud certification preferred one or more functional domains
- 8Direct experience with federal HR programs FEHB FERS/CSRS TSP FEGLI GS/SES pay tables Title 38 pay
- 9Working knowledge of SF-50 processing GPPA requirements or OPM reporting
- 10Experience with Oracle tools FSM HDL/HSDL HCM Extracts OTBI BI Publisher Security Console SAFe Agilist or similar Agile certification
- 11Prior experience on DoD or federal civilian agency HCM implementations
- 12Active Secret clearance or higher
