Staff Attorney Telecom | TURN CPUC Advocacy
Overview
The Staff Attorney represents residential customers before the CPUC and FCC to advance affordable, reliable broadband for all Californians, focusing on low-income, communities of color, immigrants, and rural areas. Your practice centers on filings, discovery, hearings, and cross-examination to shape telecom policy. You join the Telecom Team, report to the Managing Attorney, and may mentor junior attorneys. This role stands out for its direct impact on digital equity and racial justice in a hybrid work setting.
What You'll Do9
- 1Draft and file legal pleadings at the CPUC that promote racial and economic equity in broadband policy.
- 2Conduct legal and policy research, use discovery, and direct expert witnesses in telecom proceedings.
- 3Appear in administrative hearings and cross-examine witnesses to advocate for TURN's positions.
- 4Mentor junior attorneys and policy analysts by providing legal guidance and feedback on written work.
- 5Collaborate with the Telecom Team to develop legislative and regulatory strategies for affordable communications.
- 6Track emerging broadband policy issues and refine TURN's positions based on new developments.
- 7Write summaries and reports for the TURN website, alerts, and newsletters to support advocacy.
- 8Communicate TURN's positions to journalists and community organizations as assigned.
- 9Manage multiple assignments and deadlines concurrently in a hybrid work environment.
Requirements9
- 1Graduate of an accredited law school and licensed to practice law in California or any US jurisdiction.
- 22-10 years legal practice before the CPUC or similar regulatory agency, preferably on telecom or broadband issues.
- 3Excellent written and oral communication skills with internal staff and external stakeholders.
- 4Commitment to economic and racial justice, with experience in multiracial or multilingual organizations a plus.
- 5Proficiency with Microsoft Office (Word, Excel, OneDrive, SharePoint, Teams), Zoom, and Adobe.
- 6Strong legal and policy research skills, with persuasive legal writing ability.
- 7Proven problem-solving and conflict resolution skills in collaborative teamwork and independent work.
- 8Ability to handle multiple assignments and deadlines with sound professional judgment.
- 9Physical ability to sit for prolonged periods and lift up to 15 pounds occasionally.
