SCADA & Commissioning Engineer
Overview
Lead design configuration and onsite commissioning of SCADA and OT systems for utility-scale solar wind and BESS projects. Own digital control layers from inverters to plant controllers ensuring reliability security and peak performance before handoff to Operations & Maintenance. Drive end-to-end commissioning process and coordinate with cross functional teams.
What You'll Do29
- 1Own technical reviews of vendor submittals and drawings
- 2Approve SCADA design packages including communications architecture point mapping and commissioning procedures
- 3Specify and validate SCADA system components such as RTUs RTACs PPCs HMIs and communications infrastructure
- 4Define and document control interfaces between BESS subsystems and site SCADA PPC substation systems revenue metering remote operations connectivity and interconnecting utility ISO/RTO
- 5Coordinate with EPCs OEMs plant controller vendors utilities and ISOs to ensure design integration alignment
- 6Manage FAT SAT point-to-point testing telemetry checkout and control verification for SCADA equipment
- 7Lead configuration and troubleshooting of Power Plant Controllers PPC RTUs HMIs and protection relays using Modbus DNP3 and IEC 61850
- 8Review PPC control philosophies including active power reactive power Volt/VAr Volt/Watt frequency response curtailment and AGC BESS operating modes
- 9Provide on-site and remote commissioning testing energization and troubleshooting support
- 10Support utility witness testing and commercial operation activities
- 11Manage complex integration issues involving protocols network performance data quality and control interlocks
- 12Verify plant controls compliance with NERC CIP utility and regulatory SCADA requirements
- 13Develop specifications for SCADA power plant controller RTU and IT equipment networks
- 14Procure telecom services and field communications solutions
- 15Deliver as-built documentation and lessons learned to Operations
- 16Provide post-handover SCADA support including troubleshooting
- 17Define OT network integration scope and execution plans for new sites
- 18Review and validate OT network architectures ensuring telemetry requirements of utilities RTO ISO TOPs
- 19Coordinate implementation of site switches firewalls ISPs and VPNs per approved designs
- 20Validate network configurations IP schemes VLANs interfaces firewall rules
- 21Commission and hand over OT networks
- 22Coordinate with Resource Integration Manager on interconnection activities
- 23Ensure interconnection requirements are incorporated into EPC SCADA and PPC scope
- 24Develop SCADA and PPC commissioning test plans with Resource Integration Manager
- 25Support IT and Cybersecurity integration of network requirements
- 26Interface with Site Management and Remote Operations Teams for asset management
- 27Participate in AMO FAT SAT commissioning and system acceptance activities
- 28Incorporate AMO feedback into standards designs and future projects
- 29Troubleshoot SCADA and OT networking operational projects
Requirements25
- 15+ years building ETL pipelines with Spark and Airflow
- 23-5 seasons of commissioning experience on Utility Scale Wind Solar PV or Battery Energy Storage projects
- 3Experience integrating Battery Energy Storage Systems into Wind or Solar PV plants
- 4Bachelor’s degree in electrical engineering computer science control systems engineering or related field
- 52-4 years commissioning experience on utility scale renewable projects
- 6Applied knowledge in electrical utility SCADA systems substation instrumentation and controls
- 7Working knowledge of SEL RTAC or comparable plant control devices
- 8In-depth knowledge of power plant control systems architecture and software
- 9Understanding of IT/OT network design fundamentals and telecommunications tools
- 10Working knowledge of wireless communications technologies such as microwave or satellite
- 11Knowledge of network security protocols and cyber security standards
- 12Ability to interpret NERC ERCOT WECC CAISO SPP PJM MISO regulations
- 13Strong verbal and written communication skills
- 14Proven experience developing technical documentation including exhibits scope of works functional descriptions and plant control narratives
- 15Skill in MS Excel MS Word and Outlook
- 16Passion for renewables industry
