You will work onsite at the Baltimore Integrated Program Office three days a week, collaborating with project managers, construction teams, and finance to ensure accurate, compliant invoice processing. What You'll Do10

  • 1Verify construction invoices for accuracy, completeness, and compliance with contract terms and billing requirements, including AIA G702 and AIA G703 forms.
  • 2Validate billed amounts against approved contracts, schedules of values, change orders, and project progress to ensure no overbilling.
  • 3Ensure every billed item includes required documentation, approvals, certified payroll records, and other contractual submissions.
  • 4Coordinate with project managers, construction managers, contractors, and finance to resolve invoice discrepancies and documentation gaps.
  • 5Maintain detailed records of reviewed invoices, support documents, approvals, and correspondence in SharePoint and electronic document control systems.
  • 6Support monthly invoice review and approval workflows, ensuring on-time processing and payment within 3-5 business days of approval.
  • 7Prepare reports and dashboards on invoice status, payment tracking, aging, and compliance metrics for management review.
  • 8Monitor invoice submissions for adherence to federal grant requirements and internal procedures, flagging risks early.
  • 9Participate in project meetings to communicate invoice-related issues, trends, and risks to leadership.
  • 10Collaborate with project controls and accounting to support forecasting, accruals, and budget reconciliation, using Excel for data analysis.

Requirements10

  • 18+ years of experience reviewing construction invoices, schedules of values, and contractor payment applications.
  • 2Bachelor's degree in Accounting, Finance, Business Administration, Construction Management, or a related field.
  • 3Strong understanding of construction contracts, billing procedures, and compliance requirements under Davis-Bacon Act and 49 U.S.C. § 24305.
  • 4Proficiency with Microsoft Excel, Word, and Outlook for data analysis and documentation.
  • 5Excellent attention to detail and analytical skills, with a track record of catching discrepancies in complex billing packages.
  • 6Strong written and verbal communication skills to interface with project teams and contractors.
  • 7Ability to manage multiple priorities and work independently and collaboratively in a team environment.
  • 8Preferred: Certification in Construction Management or Project Management (e.g., PMP).
  • 9Preferred: Experience with PMIS platforms like SharePoint and electronic document control systems.
  • 10Preferred: Knowledge of AIA G702, AIA G703, Form 81, and other federally funded project documentation standards.
