Ethics Specialist, Federal Compliance & Financial Disclosure
Overview
You will independently review and process a wide range of ethics-related requests and financial disclosure documents for a federal agency. You will own the technical review of outside activity requests, gifts, recusals, and sponsored travel, ensuring compliance with federal ethics regulations. Working within a team of ethics professionals, you will analyze financial interests and conflicts of interest, develop recommendations for the Deputy Ethics Counselor, and maintain accurate records in the EMIS system. This hybrid role in Washington, DC, offers the opportunity to directly shape ethics program integrity and support employee understanding through training and guidance tools.
What You'll Do8
- 1Review and process financial disclosure reports, including OGE-278e and OGE-450, ensuring accuracy and completeness within 60 days of receipt.
- 2Conduct technical and conflict of interest reviews on outside activity requests, official duty activities, recusals, gifts, and sponsored travel.
- 3Research financial interests and potential conflicts, using EMIS and NEES to track and report on ethics actions.
- 4Advise the Deputy Ethics Counselor on complex, precedent-setting, or controversial cases, presenting clear recommendations.
- 5Develop and update the ethics Standard Operating Procedures (SOP) manual and guidance tools like fact sheets and checklists.
- 6Support ethics training sessions, creating materials that clarify requirements for employees and improve program accessibility.
- 7Maintain up-to-date records in EMIS and on the shared drive, ensuring data integrity and easy retrieval.
- 8Generate reports and analyze data to identify trends and ensure adherence to the Standards of Ethical Conduct.
Requirements8
- 13+ years reviewing financial disclosure reports or conducting conflict of interest analysis in a federal or regulatory setting.
- 2Expertise in federal ethics regulations, including OGE and HHS financial disclosure forms.
- 3Strong analytical skills to interpret complex financial information and identify potential conflicts.
- 4Proficiency with Microsoft Office and Teams for documentation and communication.
- 5Experience with electronic ethics management systems like EMIS or NEES.
- 6Excellent written and oral communication skills for drafting guidance and advising stakeholders.
- 7Ability to manage multiple case files and meet strict 60-day review deadlines.
- 8Familiarity with AI platforms such as Copilot, Gemini, or ChatGPT for enhancing workflow efficiency.
