You will own program delivery from planning through execution, supervising technical staff and managing Firm-Fixed-Price (FFP) requirements, while architecting data strategies across on-prem, cloud, and hybrid systems. With a PMP certification and 8-10 years of enterprise IT experience, you will bridge business and technical teams for a high-visibility federal mission. This role offers a $155,000-$165,000 salary range, hybrid work, and the chance to shape immigration data infrastructure for the Executive Office for Immigration Review.

What You'll Do8

  • 1Plan, initiate, and manage all EOIR EDI task order activities, serving as primary liaison to the CO/COR and leading a cross-functional team of data, engineering, and security professionals.
  • 2Develop critical program documentation including the Task Order Management Plan, Quality Control Plan (QCP), Transition Plans, and Telework Management Plans, tracking progress against FFP cost, schedule, and performance targets.
  • 3Design enterprise database strategies and set technical standards for data operations, governance, and security across on-premises, cloud, and hybrid environments.
  • 4Build and oversee data pipelines, ETL/ELT workflows, and transformation rules, ensuring adherence to government-approved standards and source-to-target traceability.
  • 5Lead integration of new systems with Oracle and SQL Server warehouse structures, refining system performance and driving continuous improvement of the data estate.
  • 6Deliver analytics and executive dashboards using Microsoft Power BI, plus recurring and ad hoc reports for government stakeholders.
  • 7Enhance enterprise search and unstructured data discovery, maintaining compliance with DOJ, FISMA, and FedRAMP security requirements.
  • 8Govern data quality and metadata, creating data dictionaries, lineage documentation, and current-state assessments with gap analysis and technology-neutral roadmaps.

Requirements8

  • 1Bachelor's degree in Computer Science, Information Technology, or a related field (Master's preferred).
  • 28-10 years progressive enterprise IT experience, with 5+ years as a Data Architect, Data Engineer, or Enterprise Architect.
  • 35+ years IT Project/Program Management experience, ideally on Firm-Fixed-Price federal contracts.
  • 4Active PMP certification required; additional technical certifications like CDMP, AWS Certified Data Engineer, or Azure Data Engineer highly desired.
  • 5Deep understanding of modern data ingestion (ETL/ELT), governance platforms, and BI tools, specifically Power BI.
  • 6Ability to obtain and maintain DOJ Public Trust clearance; active clearance strongly preferred.
  • 7Exceptional written and verbal communication, with ability to translate complex technical concepts for non-technical executives.
  • 8Demonstrated experience producing data architectures, standards, dictionaries, quality assessments, roadmaps, and program management plans.
