Owns and executes transmission planning and power system studies at scale for long-term and short-term expansion. Partners with member utilities to evaluate load growth, resource integration, and substations, ensuring regulatory compliance and reliable operation. Works with a multidisciplinary team including feasibility, system impact, and facility study groups to deliver actionable plans. What You'll Do10

  • 1Build steady-state load flow, contingency, short circuit, and dynamic stability models for the interconnected transmission system and document outcomes
  • 2Design modeling of Cooperative and Member facilities within the FRCC Databank to support planning studies
  • 3Lead and participate in Feasibility, System Impact, and Facility studies with internal and Member staff to drive timely decisions
  • 4Prepare annual FERC-715 and FRCC Form 13 filings and maintain the FRCC Transmission Map
  • 5Act as Subject Matter Expert on NERC Reliability Standards related to Transmission Planning and ensure compliance
  • 6Develop automation scripting for studies and data/results sorting to improve efficiency
  • 7Create and maintain Transmission Planning databases and data/information workflows for repeatable analyses
  • 8Support technical analysis, planning, and operational studies with data-driven insights
  • 9Contribute to FRCC Transmission technical subcommittee discussions and recommendations
  • 10Perform other duties as applicable to the position or as assigned

Requirements8

  • 1BSEE is required; advanced degree (MSEE or MBA) and PE license desired
  • 23-10+ years of electric utility industry and significant transmission planning experience
  • 3Hands-on modeling experience with PSS/E, MUST, PowerGEM for Loadflow, Steady State, Short Circuit, and Dynamic Simulations
  • 4Proficiency in MS Office and scripting languages such as Python, VBA, and Access
  • 5Knowledge of NERC Operations and Planning Standards and mandatory compliance activities
  • 6Strong communication and collaboration skills to coordinate with internal teams and Members
  • 7Experience with data analysis and automation for screening and reporting
  • 8Familiarity with regulatory filings and reporting (FERC-715, FRCC Form 13)
