Asset Property Manager - Federal Technology Program
Overview
Own full lifecycle of IT assets and personal property for a federal technology program reporting to the Program Manager. Responsible for procurement through secure disposal while maintaining accurate records and compliance. Ideal candidate has led federal IT asset management programs and understands audit accountability. Hands-on execution role requiring organization and direct collaboration with property officers and vendors. Hybrid position based in Washington DC Metro area with mandatory onsite presence.
What You'll Do10
- 1Maintain and continuously update comprehensive inventory of all IT assets and personal property in approved federal systems of record ensuring accuracy completeness and currency within 24 hours of acquisition or disposal events
- 2Execute annual physical inventory cycle from January through September following NIH Personal Property Management Guide while providing monthly metrics to the Property Accountable Officer and reconciling discrepancies by year end
- 3Prepare and deliver weekly inventory status reports covering shortages overages damaged items idle assets double decals survey findings and software license status
- 4Tag and label all assets using approved identification methods capturing decal number serial number manufacturer model accountable user location and warranty terms
- 5Coordinate with DaaS vendors on procurement logistics order tracking delivery confirmation and asset intake ensuring prompt tagging and system entry
- 6Support end-of-life asset disposal including secure data removal decommissioning documentation recycling activities and final disposition records
- 7Work with PAO to define and maintain inventory processes controls and audit reconciliation procedures aligned with federal property management regulations
- 8Support procurement activities by validating equipment specifications tracking purchase orders and ensuring accurate intake documentation
- 9Maintain supporting documentation for audits including acquisition records disposal plans depreciation schedules and vendor performance reports
- 10Identify and flag assets approaching end of useful life and support lifecycle cost analysis and technology refresh planning
Requirements10
- 1Bachelor's degree or equivalent with 5+ years experience in IT asset management or federal personal property management
- 22+ years direct experience managing asset lifecycle programs under federal property regulations including physical inventory execution and PAO coordination
- 32+ years experience coordinating with hardware or DaaS vendors on procurement logistics and asset intake
- 4Public Trust background investigation authorization required due to federal contract obligations
- 5Residence in United States ability to work and perform job in US preferred experience supporting federal property management in HHS NIH FDA or health-focused agencies
- 6Certification in CITAM or equivalent asset management platform
- 7Familiarity with NIH Personal Property Management Guide or similar agency property management framework
- 8Experience with CMDB maintenance and integration with ITSM platforms such as ServiceNow Certified IT Asset Manager
- 9Proven track record supporting internal or external property audits including remediation documentation
- 10Previous experience at ICF demonstrating commitment to workplace diversity and inclusion

$81 - $138k per year
