Transportation Planning Manager, Multimodal & Modeling
Overview
You will lead a multidisciplinary team to deliver multimodal transportation plans, studies, and projects across Los Angeles. You will own travel demand modeling, traffic impact analyses, and NEPA/CEQA environmental reviews, coordinating with local, regional, and state agencies. Your team will grow under your mentorship as you drive technical excellence and timely delivery. This role centers on data-driven mobility solutions that are safe, equitable, and sustainable. You will shape major corridor and transit projects with ArcGIS, Python, and Synchro.
What You'll Do10
- 1Manage and mentor a team of planners and analysts, assigning work, reviewing deliverables, and supporting their growth.
- 2Build travel demand models, trip generation studies, and scenario modeling using TransCAD, PTV Visum, or EMME.
- 3Oversee traffic impact analyses, corridor studies, and multimodal planning for transit, freight, bicycle, and pedestrian projects.
- 4Direct signal timing and optimization studies with Synchro, VISSIM, and HCS.
- 5Supervise spatial analysis and GIS deliverables in ArcGIS, including origin-destination and GPS/AVL data processing.
- 6Coordinate project scopes, budgets, and QA/QC, and prepare grant applications for MPO/TIP/STIP submittals.
- 7Lead NEPA/CEQA environmental review support, preparing technical documentation with regulatory agencies.
- 8Engage stakeholders at public meetings and technical committees, representing the organization.
- 9Perform advanced data analysis with Python, R, and SQL to validate models and inform recommendations.
- 10Apply ADA and Complete Streets principles, conducting safety and crash analyses with countermeasures.
Requirements10
- 17+ years in transportation planning or traffic engineering, with 3+ years supervising or managing projects.
- 2Bachelor's degree in Transportation Planning, Civil Engineering, Urban Planning, or related field.
- 3Expertise in travel demand modeling, trip generation, mode choice, and traffic impact analysis.
- 4Proficiency with TransCAD, PTV Visum, or EMME for regional modeling.
- 5Hands-on experience with Synchro, VISSIM, and HCS for microsimulation and operations.
- 6Strong skills in ArcGIS, including origin-destination analysis and spatial visualization.
- 7Advanced data analysis with Python, R, SQL, and Advanced Excel; experience with GPS/AVL data.
- 8Working knowledge of AutoCAD and MicroStation for plan review.
- 9Experience with NEPA/CEQA, MPO/TIP/STIP processes, and grant applications.
- 10Ability to travel for fieldwork and attend public meetings; valid driver's license.
