Planner IV – Long Range Transit Planning
Overview
You will lead long-range transit planning for Capital Metro in Austin, Texas, owning the development of alternatives, financial and technical analysis, and environmental studies for major capital projects like Project Connect. This role partners with senior leadership and spans strategic planning, regional coordination, and federal grant management. You will manage complex analytical efforts, produce ridership and financial forecasts, and develop consensus-driven solutions with stakeholders. This position offers the chance to shape the region's transit future through NEPA compliance and FTA grant processes.
What You'll Do8
- 1Lead initiatives to evaluate, design, implement, and communicate community-beneficial programs, including long-range transit plans and major investment studies.
- 2Manage and advance long-range planning studies, including financial scenario modeling, environmental assessments (EA/EIS), and preliminary engineering analyses.
- 3Develop and lead complex analytical efforts regarding planning, operations, infrastructure, and organizational initiatives, producing ridership models and capital forecasts.
- 4Create strategic regional mobility planning materials that support financial, operational, and infrastructure decisions across services like fixed route and on-demand transit.
- 5Develop and manage capital and operating budgets, including procurement processes from initiation through closeout, invoice review, and financial tracking.
- 6Lead tasks for project delivery of major initiatives like Project Connect, collaborating cross-functionally to resolve issues and ensure successful implementation.
- 7Prepare executive-level correspondence, reports, and decision-making materials for internal leadership, external partners, and government entities.
- 8Support Capital Metro's Safety Management Systems (SMS) process by ensuring staff follow safety and security policies and report concerns.
Requirements9
- 18+ years of progressively responsible experience in transit planning, including project management and 2+ years presenting to public groups and governing boards.
- 23+ years of supervisory or lead project/program experience with responsibility for staff oversight and workload management.
- 3Bachelor's degree in Urban or Regional Planning, Transportation Planning, Architecture, Civil Engineering, Geography, or related field (Master's preferred).
- 4Advanced proficiency with ARC GIS and mapping analysis tools, plus database and office productivity programs (MS Word, MS Excel, MS PowerPoint).
- 5Experience reaching legally binding agreements with private developers, local government entities, and community interests.
- 6Strong interpersonal and communication skills, including the ability to build collaborative relationships and deliver professional presentations.
- 7Expert-level project management skills and strong business acumen.
- 8Extensive experience interpreting and applying federal, regional, state, and local transportation planning regulations, funding programs, and grant requirements.
- 9Ability to lift up to 20 lbs., work at a computer terminal for 6-8 hours a day, and function in an environment with constant interruptions.
