Systems Planning and Analysis, Inc. seeks a highly experienced Technology Security and Foreign Disclosure Subject Matter Expert to lead foreign information releases for U.S. submarine technology. The role involves authorizing disclosures, guiding Contact Officers, and shaping TSFD policies within a prestigious AUKUS program. What You'll Do14
- 1Support the Foreign Disclosure Officer for U.S. submarine technology and related programs by making authoritative determinations on releasing classified and controlled unclassified information
- 2Conduct case-by-case reviews of technical data briefings and operational information prior to foreign release
- 3Maintain auditable records documenting disclosure decisions rationale and conditions
- 4Establish and enforce procedures for Contact Officers monitoring foreign personnel access and exposure
- 5Provide training SOPs to Contact Officers ensuring consistent TSFD policy application
- 6Oversee processing and TSFD review of Foreign Visit Requests for Australian and United Kingdom PEPs and foreign personnel on submarines
- 7Coordinate with security operations to ensure visit agendas remain within authorized disclosure limits
- 8Define and implement TSFD policy solutions translating higher-level export controls into actionable guidance
- 9Identify policy gaps and propose updates waivers or tailored arrangements for cooperation while protecting technologies
- 10Liaise with foreign emissaries senior military civilian personnel DoD organizations embassies and industry partners on TSFD matters
- 11Represent the command in TSFD working groups representing SPA in interagency forums
- 12Maintain TSFD project tracking tools databases and records for DDLs disclosures PEPs FLOs Contact Officers FVRs and international agreements
- 13Perform administrative duties related to TSFD meetings agendas read-ahead materials minutes and action item tracking
- 14Continuously monitor TSFD program performance identify process improvements and implement best practices in foreign disclosure management
Requirements5
- 1Demonstrated Foreign Disclosure Experience Minimum of five years serving as a Foreign Disclosure Officer Deputy FDO or equivalent TSFD role
- 2Active Department of War security clearance at the SECRET level or above
- 3International Agreements and Armaments Cooperation Background practical experience drafting negotiating or implementing agreements such as ACPs MOUs MOAs MIEAs IEAs DEAs TORs and Statements of Principles/Intent
- 4Advanced degree or professional certification in security international affairs export control or related fields
- 5Pay range USD $130,000.00/Yr to USD $190,000.00/Yr
