Overview

Lead enterprise software licensing operations for a government client and oversee BPAs ELAs and vendor management programs at scale. Manage cross-functional teams and coordinate across acquisition finance IT and cybersecurity to ensure timely compliant delivery of contract requirements. This is a full time remote role with occasional on site work in Rockville MD and offers a collaborative culture and strong benefits.

What You'll Do12

  • 1Own program execution and leadership for BPAs and ELAs managing budgets schedules risks and governance
  • 2Coordinate across acquisition finance IT and cybersecurity stakeholders ensuring alignment with contract requirements
  • 3Develop and maintain integrated project plans schedules milestones and performance metrics
  • 4Track progress against objectives escalate risks issues and dependencies implement mitigation strategies
  • 5Provide lifecycle management of software licensing agreements including planning execution and renewals
  • 6Oversee vendor management activities including performance monitoring issue resolution and governance participation
  • 7Ensure adherence to federal acquisition regulations agency policies and licensing compliance and support audit readiness
  • 8Deliver program reports dashboards and executive briefings with accuracy and timeliness
  • 9Monitor key performance indicators including cost schedule performance and licensing utilization
  • 10Support renewal planning cost forecasting and cost savings opportunities
  • 11Lead stakeholder engagement through meetings briefings and decision forums
  • 12Drive continuous improvement of processes SOPs and governance frameworks for program operations

Requirements10

  • 1Bachelor's degree in Business Administration Information Technology or related field Master’s preferred
  • 2Minimum of 15 years progressive program or project management experience including large federal or enterprise IT acquisition contracts
  • 3Active PMP certification or equivalent (e.g. FAC P PM Level II)
  • 4Demonstrated experience managing enterprise software licensing agreements BPAs ELAs or similar contracts
  • 5Strong knowledge of FAR and agency policies related to software licensing and vendor management
  • 6Experience developing integrated project schedules risk registers and governance frameworks
  • 7Experience with financial oversight budget forecasting and cost savings reporting
  • 8Excellent leadership communication and stakeholder engagement skills including executive level briefings
  • 9Ability to obtain and maintain required background investigation for government work
  • 10Occasional travel and ability to work extended hours as needed
