Senior Program Owner - Wastewater Programs
Overview
You will own Target's enterprise wastewater compliance programs, ensuring adherence to Clean Water Act and state and local regulations across all store, supply chain, and headquarters facilities. You will lead the strategy for permitting, reporting, and inspection readiness, partnering with internal teams and external consultants to mitigate risk. This role sits within the Environmental Compliance and Ethics team, a group of experts who protect Target's brand and operations. You will drive program modernization using performance data and inspection trends, and act as the subject matter expert during regulatory inspections. This position offers a hybrid work arrangement and the chance to shape sustainability outcomes at a national scale.
What You'll Do9
- 1Own and evolve Target's wastewater compliance programs, ensuring full compliance with Clean Water Act requirements and local sewer use ordinances.
- 2Drive the process for obtaining, maintaining, and renewing wastewater permits across federal, state, and local jurisdictions.
- 3Oversee preparation and submittal of regulatory reports, such as grease interceptor maintenance reporting, and review permit conditions annually.
- 4Identify and escalate complex compliance issues, serving as the subject matter expert during regulatory inspections and leading response actions.
- 5Use performance data and inspection trends to identify risks and drive program improvements that enhance inspection readiness across the enterprise.
- 6Collaborate with Properties, Store Operations, Distribution Centers, Engineering, and external consultants to integrate compliance requirements into capital projects.
- 7Maintain deep knowledge of evolving regulations through monitoring, training, and participation in industry groups like RILA and NAEM.
- 8Define training needs and develop clear guidance and tools for field teams, communicating compliance expectations in an actionable way.
- 9Support prioritization of compliance initiatives and resource planning, leading cross-functional teams while fostering an inclusive culture.
Requirements8
- 1Bachelor's or Associate degree in environmental science, environmental engineering, or a related field.
- 22+ years of experience in environmental compliance, with demonstrated focus on wastewater quality programs.
- 3Strong working knowledge of wastewater regulations under the Clean Water Act.
- 4Experience interacting with state and local wastewater regulatory agencies.
- 5Excellent written and verbal communication skills, with the ability to explain technical requirements to diverse audiences.
- 6Highly organized and detail-oriented, with the ability to manage multiple programs and priorities simultaneously.
- 7Collaborative, solution-oriented mindset with strong analytical and problem-solving skills.
- 8Proficiency in Microsoft Office tools (Outlook, Word, Excel, OneDrive, PDF, SharePoint).
