Program Manager, Stormwater & Green Infrastructure
Overview
Lead Montgomery County's RainScapes program, owning strategy, outreach, technical reviews, and reporting for a green infrastructure initiative that reduces stormwater runoff across private properties. You'll manage a team of specialists, oversee rebate application reviews, and shape the program's long-term direction. This role blends technical expertise in stormwater management with public engagement and partnership building. You'll report to the Watershed Restoration Division and collaborate with community groups, schools, and county agencies. What You'll Do10
- 1Set the RainScapes program's strategic plan and annual goals, adaptively managing to respond to community needs and evolving priorities.
- 2Oversee rebate application reviews for conservation landscaping and rain garden installations, ensuring compliance with approved criteria and MS4 permit requirements.
- 3Guide staff on technical design and implementation requirements for small-scale stormwater practices.
- 4Manage the program budget, procurement, contracts, and contractor invoices, allocating resources effectively.
- 5Supervise a team of planning and program specialists, conducting performance reviews and fostering a collaborative culture.
- 6Serve as a subject matter expert for small-scale stormwater management, providing technical guidance to county agencies and community organizations.
- 7Track and analyze program metrics, presenting updates to leadership and preparing annual reports for the MS4 Permit.
- 8Develop and deliver contractor trainings and public educational programs to engage residents.
- 9Benchmark with neighboring jurisdictions and update program criteria to align with regulatory standards.
- 10Represent DEP on interagency committees and analyze proposed laws impacting the program.
Requirements10
- 15+ years of professional experience in programs related to design and installation of small-scale stormwater management or green infrastructure.
- 22+ years of supervisory experience in a relevant field.
- 3Bachelor's degree from an accredited college or university (or equivalent combination of education and experience).
- 4Valid Class C driver's license and ability to drive a county vehicle.
- 5Experience with budget and contract administration, including procurement processes.
- 6Strong skills in program development, delivery, and evaluation with adaptive management.
- 7Proficiency with Microsoft Office applications and familiarity with ESRI GIS.
- 8Excellent communication, problem-solving, and presentation skills.
- 9Commitment to equity and accessibility in cost-share programs.
- 10Chesapeake Bay Landscape Professional (CBLP) Level 1 or 2 certification preferred.

$86 - $138k per year
