Program Controls & Contracts Manager
Overview
You will own the business and contractual operations for government-funded programs in Microchip's Frequency and Timing Division, managing a portfolio of defense and aerospace contracts valued up to $165K annually. Working with Program Managers, Contracts, Finance, and Business Development, you ensure alignment between contract obligations, financial performance, and program execution. You will drive proposal pricing, cost estimation, and financial forecasts including EAC and burn rates. This role stands out by directly supporting Top Secret/SCI cleared programs, with the chance to influence multi-year government programs.
What You'll Do10
- 1Support program management by coordinating proposal and contract terms reviews, including FAR/DFAR clauses, representations, certifications, and quality clauses, ensuring compliance with customer requirements.
- 2Coordinate with corporate teams (business management, legal, finance) to execute contract review, risk assessment, and negotiation, balancing internal and external timelines.
- 3Manage contractual records, including customer correspondence, review documents, and active/historic contracts and modifications, ensuring accurate documentation.
- 4Track fulfillment of contractual requirements, data deliverables, financial updates, funding limitations, and invoicing, and manage contract closeout procedures.
- 5Monitor program budgets, expenditures, and funding allocations, tracking financial performance against contract value and funding.
- 6Develop and maintain financial forecasts, including burn rates, estimates at completion (EAC), and cost projections, coordinating with finance for accurate billing.
- 7Support proposal development by creating cost models, pricing strategies, and financial analysis for government solicitations, including detailed cost estimates and Basis of Estimate documentation.
- 8Ensure proposal budgets align with government contracting requirements and internal financial policies, coordinating with technical teams and business development.
- 9Identify and communicate risks related to funding, cost performance, and contractual obligations, supporting program reviews and senior leadership reporting.
- 10Help Program Managers align program execution with contractual commitments, maintaining visibility across financial status and proposal assumptions.
Requirements9
- 1Active Top Secret/SCI security clearance from the U.S. government.
- 28+ years of experience with U.S. government contracts or federally funded programs.
- 3Bachelor's degree in Business Administration, Finance, Accounting, Economics, Engineering, or a related field.
- 4Strong understanding of government contracting processes, contract structures, and funding mechanisms.
- 5Experience with program financial management, budgeting, and forecasting.
- 6Ability to coordinate across multiple teams including program management, finance, contracts, and technical staff.
- 7Strong skills in Microsoft Office (Word, Excel, PowerPoint, Outlook).
- 8U.S. citizenship (required for export control compliance).
- 9Excellent written and verbal communication skills.
