Payroll Specialist, Certified in Construction & Davis-Bacon Compliance
Overview
The candidate will own certified payroll reporting for federal, state, and local public works projects at scale for a full service electrical contractor. You’ll contribute to the payroll team’s accuracy and compliance across multiple states, partnering with project managers and field personnel. This role is distinct for Davis-Bacon expertise, multi-state payroll processing, and a strong emphasis on wage determinations and fringe benefits.
What You'll Do10
- 1Build and submit certified payroll reports for federal, state, and municipal projects including WH-347 and agency portals
- 2Ensure Davis-Bacon and related acts compliance and stay current on prevailing wage regulations
- 3Review classifications, wage determinations, fringe benefits, and apprentice ratios to meet contract requirements
- 4Monitor prevailing wage updates and reflect changes in payroll systems and records
- 5Coordinate with Project Managers and field personnel to validate labor information for reporting
- 6Investigate and resolve certified payroll discrepancies and compliance concerns
- 7Manage certified payroll documentation and retention in line with federal and state regulations
- 8Assist with weekly payroll for ~875 employees across multiple states
- 9Support labor compliance audits and respond to agency, customer, and contractor requests
- 10Maintain confidentiality and demonstrate accuracy, professionalism, and teamwork
Requirements10
- 15+ years of direct certified payroll experience in the construction industry
- 2Extensive knowledge of Davis-Bacon and prevailing wage laws and compliance reporting
- 3Experience preparing certified payroll reports for multiple public works projects
- 4Strong understanding of wage determinations, fringe benefits, classifications, and apprentice requirements
- 5Experience with certified payroll reporting portals and compliance systems
- 6Excellent verbal and written communication skills and ability to manage multiple deadlines
- 7High level of accuracy and attention to detail and ability to pass a background check
- 8Experience supporting multi-state payroll processing preferred
- 9Experience with payroll software and ERP systems used in construction preferred
- 10Associate or bachelor’s degree in accounting, business administration, or related field, and CPP designation preferred
