HR Manager Role at Regional Center of the East Bay
Overview
You will lead HR operations, union negotiations, and employee relations for a non-profit serving 25,000+ clients. 5+ years in HR with SHRM-SCP or PHR preferred. You will report to the Director and supervise HR staff. This role bridges labor and management with direct impact on policy.
What You'll Do9
- 1Lead union negotiation preparation, costing analysis, and bargaining sessions with the Director and legal counsel.
- 2Drive employee relations by resolving grievances, disciplining fairly, and implementing engagement initiatives.
- 3Write and update RCEB policies and the Employee Handbook to comply with CalPERs and FMLA laws.
- 4Supervise HR Specialists and Technicians, including payroll backup and benefits administration.
- 5Coordinate the interactive process for workplace accommodations and workers' compensation claims.
- 6Collaborate with the Training Manager to deliver compliance and conflict resolution training.
- 7Support performance management by ensuring consistent documentation and fair resolution of issues.
- 8Prepare federal and state workforce reports required by RCEB and funding agencies.
- 9Serve as acting HR lead in the Director's absence, overseeing daily operations.
Requirements10
- 17+ years of progressive HR experience, including employee relations, labor negotiations, and payroll backup.
- 23+ years focused on union negotiations and collective bargaining agreements.
- 3Bachelor's degree in HR, Business, or related field, Master's preferred.
- 4Experience in a large non-profit HR department, ideally with developmental disabilities.
- 5Strong knowledge of labor laws, FMLA, CFRA, and ACA reporting.
- 6Proven ability to negotiate CBAs and manage union and non-union environments.
- 7Advanced proficiency in HRIS and Excel for data analysis and reports.
- 8SHRM-SCP or PHR certification preferred.
- 9Valid driver's license and reliable transportation for travel between San Leandro and Concord offices.
- 10Ability to maintain strict confidentiality and handle sensitive employee information.
