Housing Policy Analyst, State Housing Law & Community Development
Overview
You will own complex analytical assignments and policy recommendations that shape affordable housing across California. Working under the Supervisor I, you will conduct research on state housing laws, including ADU Law, SB 9, Density Bonus Law, and the Housing Accountability Act. You will collaborate with a diverse team of policy experts and external stakeholders to implement and enforce housing regulations. This role offers direct impact on statewide housing policy and requires four days per week in our Sacramento office.
What You'll Do8
- 1Develop policy recommendations for state housing programs, interpreting ADU Law, SB 9, and Density Bonus Law to guide local implementation.
- 2Lead research and data analysis on housing element law compliance and land use planning, presenting findings to management and stakeholders.
- 3Enforce the Housing Accountability Act and Housing Crisis Act, evaluating local government actions and providing technical assistance.
- 4Facilitate meetings with external stakeholders, including local planners and housing advocates, to gather input on policy changes.
- 5Mentor junior staff, providing guidance on complex housing issues and supporting team deliverables.
- 6Draft reports and policy briefs, synthesizing legal and planning information for decision-makers.
- 7Coordinate with state and local agencies to ensure streamlined ministerial approval under SB 35.
- 8Monitor legislative changes and update internal policy manuals accordingly.
Requirements8
- 15+ years of experience in housing policy, land use planning, or community development.
- 2Demonstrated knowledge of state housing laws, including ADU Law, SB 9, Density Bonus Law, and the Housing Accountability Act.
- 3Experience conducting research and data analysis on housing affordability and policy implementation.
- 4Proficiency with Microsoft Office (Word, Excel, PowerPoint) for analysis and presentations.
- 5Experience presenting information to the public and facilitating meetings with diverse groups.
- 6Familiarity with California state government processes and the legislative cycle.
- 7Ability to work independently on complex assignments and deliver high-quality results within deadlines.
- 8Strong written and verbal communication skills for policy advocacy and stakeholder engagement.
