Overview
The Director leads NRMCA's federal legislative advocacy focusing on transportation infrastructure energy environment labor workforce and tax trade. This role owns Capitol Hill strategy builds congressional relationships and connects members to advocacy programs. Unique focus includes driving legislative proposals testimony and coalition letters while supporting contract lobbying firms and mobilizing grassroots networks.
What You'll Do11
- 1Develop and execute legislative strategy across priority issue areas in coordination with the Chief Advocacy Officer
- 2Monitor analyze and report on federal legislation affecting the ready mixed concrete industry providing timely guidance on legislative implications
- 3Draft legislative proposals testimony comment letters and other advocacy materials
- 4Identify and create opportunities to advance NRMCA's legislative agenda through bill introduction cosponsorship strategy and coalition letters
- 5Serve as primary point of contact for NRMCA on Capitol Hill cultivating relationships with Members of Congress committee staff and leadership offices
- 6Represent NRMCA in meetings with legislators coalitions and industry partners
- 7Build and manage relationships with allied associations and trade groups on shared legislative priorities
- 8Track floor and committee activity relevant to NRMCA's priorities and coordinate rapid-response advocacy as needed
- 9Engage with contract lobbying firms to craft strategy and tactics advance legislative priorities and serve as day-to-day point of contact
- 10Assign and coordinate specific legislative asks meetings and deliverables with contract lobbyists reviewing work product for accuracy
- 11Support programs that connect members to advocacy efforts including fly-ins Hill visits and plant tours
Requirements9
- 15–8 years of recent relevant experience in government affairs legislative advocacy or related work with meaningful Capitol Hill experience
- 2Relationships with Members of Congress and key Congressional staff on relevant committees of jurisdiction
- 3Demonstrated understanding of the federal legislative process and ability to build relationships with congressional offices
- 4Experience across one or more of NRMCA's core policy areas transportation infrastructure energy environment labor workforce or tax trade preferred
- 5Excellent written and oral communication skills including experience drafting legislative and advocacy materials
- 6Ability to manage a broad fast-moving portfolio prioritize competing deadlines and work independently
- 7Progressive use of AI tools such as Claude and Microsoft Copilot to accelerate bill research drafting and tracking
- 8Bachelor's degree required Advanced degree J.D. M.P.P. or related a plus but not required
