What You'll Do14

  • 1Lead DECO's construction compliance strategy across agency development and construction portfolio
  • 2Advise executive leadership on compliance risks and long-term strategies for MWBE SDVOB and EEO
  • 3Partner with VP/Director of DECO and state agencies on participation priorities and policy matters
  • 4Represent HCR in statewide working groups and executive-level coordination with ESD and OGS
  • 5Direct senior compliance leadership including Directors and Assistant Directors
  • 6Establish decision-making authority and escalation pathways for complex compliance matters
  • 7Oversee operational performance through intake monitoring and waiver processing
  • 8Identify bottlenecks affecting project timelines and implement corrective actions
  • 9Provide executive oversight of MWBE and SDVOB waiver processes and enforcement recommendations
  • 10Collaborate with Director of Data Management to develop compliance dashboards and reporting tools
  • 11Prepare quarterly expenditure reports and board presentations on compliance performance
  • 12Lead policy implementation and technology modernization initiatives for compliance operations
  • 13Manage budgets and resources for construction compliance functions
  • 14Drive organizational change and lead high-performing teams across multiple stakeholders

Requirements11

  • 1Bachelor's degree in public administration construction management engineering architecture urban planning finance law or related field
  • 26 years progressive experience in construction compliance or related regulatory field
  • 3At least 3 years supervisory experience managing staff and operational functions
  • 4Proven track record managing complex projects with multiple stakeholders and regulatory requirements
  • 5Expertise in MWBE SDVOB EEO regulations and public sector compliance programs
  • 6Demonstrated ability to implement technology solutions improving compliance efficiency
  • 7Strong leadership and communication skills for cross-functional collaboration
  • 8Experience with vendor management and enforcement of compliance standards
  • 9Ability to handle high-pressure situations with timely decision-making
  • 10Commitment to diversity equity inclusion and accessible workplace practices
  • 11Excellent analytical skills for interpreting policies and regulatory requirements
