Overview

You will direct and supervise the operations of the permits and building inspection department for the City of Tomball, ensuring compliance with International Codes and local ordinances. This role reports to the Community Development Director and oversees a team including Assistant Building Official, Building Inspector, and Plan Reviewer. You will interpret and enforce codes, review plans for permitting, and conduct inspections for public and private entities. Operating with considerable independence, you will exercise professional judgment and make sound decisions while engaging with the public, attending city council meetings, and monitoring the division budget. What You'll Do10

  • 1Direct and oversee daily operations of the permits, plan review, and building inspection department, supervising and guiding personnel to meet city standards.
  • 2Interpret, enforce, and review building plans for permitting in line with International Codes and local codes, serving public and private entities during the review process.
  • 3Provide insights on the City's construction requirements to concerned parties and conduct necessary building and construction inspections using GIS tools.
  • 4Engage effectively with the public, addressing concerns and offering assistance, attending city council meetings and public hearings to respond to questions.
  • 5Operate independently, exercising professional judgment in making well-informed decisions and monitoring the Building Division budget.
  • 6Stay current with code changes and enforce regulations for plumbing, electrical, mechanical, building, gas, pool, and fire safety, ensuring compliance with IRC and IBC.
  • 7Coordinate and lead plan review sessions with architects, engineers, and designers, clarifying technical requirements and expediting permitting processes.
  • 8Manage inspection scheduling and field operations, ensuring timely responses to permit applications and construction sites.
  • 9Implement technology solutions like Bluebeam and ArcGIS to streamline permitting and tracking workflows.
  • 10Develop and train staff on code interpretations and customer service standards, fostering a culture of professionalism and safety.

Requirements9

  • 15+ years of relevant work experience in building inspection or construction management, with at least 2 years in a supervisory role.
  • 2Hold CBO or MCP certification, or be able to obtain within 1 year of hire.
  • 3Current and valid Texas Driver's License with a driving record that meets City guidelines.
  • 4High school diploma required; college degree preferred in construction science, engineering, or related field.
  • 5Considerable knowledge of international building codes, including IBC, IRC, and IMC, and local ordinances governing construction.
  • 6Familiarity with plumbing, electrical, mechanical, gas, and fire safety regulations, as well as standards for weeds, abandoned vehicles, and other property maintenance codes.
  • 7Proficiency in reading and interpreting construction plans, symbols, and specifications from architects and engineers.
  • 8Skilled in math for computing permit fees, field measurements, and budget preparation.
  • 9Experience with software tools including Microsoft Office, Google Workspace, Bluebeam, ArcGIS, and Teams.
