Project Funding Manager (PFM)
Overview
EOHHS seeks a Project Funding Manager to lead MassHealth Data & Analytics technology initiatives within EDME. This role coordinates funding, budgeting, contract alignment, financial tracking, compliance documentation, and federal support activities ensuring CMS approval for major Medicaid technology investments.
What You'll Do17

- 6Track project budgets funding allocations expenditures encumbrances forecasts maintain federal state share funding reports cost allocation tracking
- 7Analyze budget variances prepare financial status updates
- 8Review resource allocations timecard coding compliance
- 9Support development review RFPs Contracts SOWs Amendments Interagency Agreements track contract budgets deliverables approval status contract periods funding alignment
- 10Monitor vendor invoices expenditures against approved funding ensure vendor activities align with approved APD scope and funding assumptions
- 11Facilitate cross-functional meetings gather validate funding contract project financial information
- 12Prepare executive briefings budget reports funding status risk summaries contract summaries compliance reports decision support materials
- 13Communicate complex financial project information to technical non-technical stakeholders

Requirements10
- 1Bachelor's degree in Business Finance Public Administration Project Management Information Systems or related field or equivalent experience
- 25+ years experience in program management project management grants management contract management public funding administration project finance
- 3Experience managing budgets forecasts financial tracking cost allocations funding documentation
- 4Experience supporting vendor contracts SOWs amendments procurement activities RFP processes
- 5Experience coordinating cross-functional stakeholders
- 6Strong writing documentation analytical executive communication skills
- 7Experience managing multiple deadlines compliance driven deliverables
- 8Preferred experience with Medicaid programs CMS funding requirements experience developing supporting APDs Federal Financial Participation funding experience healthcare government public sector organizations
- 9PMP CGFM CPA or related certifications
- 10PMO experience supporting large technology initiatives
