
NOAA Program Manager, Research Security
Overview
You will own the program management and research security strategy for NOAA, driving compliance and safeguarding assets across a portfolio that spans 5+ years of federal contracts. You will lead a cross-functional team of security analysts and program coordinators, reporting directly to the NOAA senior leadership. This role embeds you at the intersection of federal policy and cutting-edge research, where every decision shapes national scientific integrity. You will navigate complex security frameworks and deliver a measurable impact from day one.
What You'll Do9
- 1Design and implement a research security roadmap for NOAA programs, aligning with federal mandates and internal audit goals.
- 2Lead the development of insider threat mitigation protocols, integrating CUI and NISP requirements into daily operations.
- 3Coordinate multi-agency reviews of research collaborations, ensuring compliance with FOCI and Export Control regulations.
- 4Own the program's risk register, tracking and escalating findings to NOAA leadership within your first 90 days.
- 5Drive the rollout of a secure research environment, leveraging Azure and Microsoft 365 to manage classified and controlled data.
- 6Facilitate training sessions for 200+ researchers on security best practices, including phishing and data handling.
- 7Audit current processes and present a gap analysis to stakeholders, then execute remediation plans with clear milestones.
- 8Build a reporting dashboard using Power BI to monitor compliance metrics and brief senior officials monthly.
- 9Mentor two junior program analysts, reviewing their deliverables and ensuring quality standards.
Requirements8
- 15+ years managing complex programs in a federal or research-intensive environment.
- 2Active Top Secret clearance, with eligibility for SCI access.
- 3PMP certification or equivalent program management credential.
- 43+ years working with research security frameworks, including NSPM-33 and Research Security best practices.
- 52+ years in a leadership role, overseeing program teams and budgets of $1M+.
- 6Bachelor's degree in a relevant field; advanced degree preferred.
- 7Strong knowledge of Export Control regulations, including ITAR and EAR.
- 8Experience with Microsoft Azure and Power BI for secure data management and reporting.
