Overview
Set the technology direction for the Texas Health and Human Services Commission, a state agency serving millions of Texans. Own the architecture roadmap from current to future state, including budget planning and organizational change. Lead cross-division governance, define standards, and drive adoption of AWS, Azure, GCP and emerging tech. Represent HHSC at state and national levels, shaping health tech policy. This role blends hands-on architecture with executive influence, requiring 5+ years of IT experience and deep cloud expertise.
What You'll Do9
- 1Build a comprehensive current-state architecture by conducting agency-wide meetings with management and documenting systems.
- 2Design target-state technology roadmaps, including budget planning and organizational changes needed to support new capabilities.
- 3Evaluate emerging technologies for HHSC adoption and determine implementation strategies.
- 4Lead implementation of technology governance across HHSC and its vendors, developing principles, standards, and policies.
- 5Develop and enforce standards for system documentation, data protection, security controls, audit implications, and cost.
- 6Drive centers of excellence to identify best practices for AWS, Azure, GCP, and other technologies.
- 7Establish and lead communities of practice to build skills and share knowledge across IT and vendor teams.
- 8Define non-functional requirements for vendor-developed systems, ensuring performance, security, and scalability.
- 9Represent HHSC in cross-agency initiatives and present thought leadership at health and technology conferences.
Requirements10
- 15+ years of IT experience with a focus on architecture and technology strategy.
- 2Graduation from an accredited four-year college with coursework in business, computer science, MIS, or related field; experience may substitute year-for-year.
- 3Deep knowledge of architecture frameworks, including TOGAF or similar, and the NIST cybersecurity framework.
- 4Proficiency with cloud platforms: AWS, Azure, or GCP, including PaaS, SaaS, and IaaS models.
- 5Experience with SQL and NoSQL databases, such as Postgres.
- 6Skilled in scripting with PowerShell, Python, or Perl.
- 7Hands-on experience with CI/CD automation and DevOps environments.
- 8Knowledge of agile methodology and scrum ceremonies.
- 9Ability to architect APIs and web services, and design distributed systems.
- 10Experience with containers and orchestration: Docker, Kubernetes, or OpenStack.
