The Chief Investment Officer (CIO) leads investment platform and capital deployment strategies for Montgomery County Green Bank. This full-time exempt role in Washington DC requires a seasoned executive with 5+ years building ETL pipelines using Spark and Airflow. The CIO will drive scale diversification and resilience while mentoring a high-performing team and fostering cross-functional collaboration.

- 1Lead investment strategy translation aligning with organizational objectives and county priorities
- 2Advise CEO Chief Credit Officer and Board on market opportunities risks and regulatory trends
- 3Develop thought leadership representing MCGB locally regionally nationally
- 4Direct all investment activities from origination to financial close
- 5Establish investment priorities across clean energy energy efficiency affordable housing transportation electrification community decarbonization and climate adaptation
- 6Oversee product creation capital formation interest rate guidelines and approval processes
- 7Manage pipeline development loan closings and progress toward impact goals
- 8Strengthen partnerships with banks CDFIs impact investors foundations institutional investors and public funding partners
- 9Create scalable financing products addressing extreme heat stormwater management agriculture and nature-based solutions
- 10Support risk management portfolio performance credit quality and diversification oversight
- 11Lead investment team development mentoring staff establishing professional pathways and succession planning
- 12Develop external relations with lenders investors consultants community organizations and public agencies
- 13Represent MCGB at conferences and support fundraising grant development legislative engagement
- 14Ensure compliance with lending policies funding requirements and reporting obligations
Requirements11
- 1Bachelor's degree in Finance Business Administration Public Policy Commercial Real Estate or related field
- 2Minimum 12 years progressive experience in commercial banking structured finance project finance impact investing community development finance real estate finance climate finance
- 3Minimum 7 years management experience leading investment professionals multidisciplinary teams and creating financial products
- 4Proven experience originating structuring underwriting and closing complex financing transactions
- 5Strong financial modeling credit analysis and investment decision-making abilities
- 6Excellent written verbal and presentation skills partnership building across public private and nonprofit sectors
- 7Preferred advanced degrees MBA MPA JD CFA or similar
- 8Experience with green banks CDFIs community development organizations impact funds infrastructure investors or public finance institutions
- 9Familiarity with climate resilience finance energy transition finance infrastructure finance sustainable investing
- 10Previous service on investment committees boards of directors or public bodies
- 11Montgomery County MD residency preferred
