Budget Director, Federal Budget & Financial Management
Overview
You will own the U.S. Nuclear Regulatory Commission's Planning, Budgeting, and Performance Management (PBPM) Process, directing agency-wide budget formulation, execution, and financial analysis at a scale of $1B+ annual appropriations. You lead a diverse team of budget, financial, and program analysts, while advising senior leadership and defending budgets before OMB and Congress. This role demands senior executive experience with Federal multi-year budget cycles, Congressional budget process, and financial management systems. You will drive efficiency and process improvements, ensuring sound stewardship of public resources in a zero-tolerance drug-testing environment.
What You'll Do8
- 1Lead agency-wide budget formulation, execution, and financial planning, including the development and defense of the NRC budget before senior leadership, OMB, and Congress.
- 2Direct the administrative control of funds, approving budget allowances and financial plans to ensure compliance with Federal appropriations law.
- 3Oversee budget policies and financial management programs, implementing internal controls and performance evaluations to ensure stewardship of Federal resources.
- 4Coordinate with program offices, OMB, and congressional committees to align budget priorities with the agency's mission and strategic goals.
- 5Manage a diverse staff of budget and financial analysts, setting priorities and fostering a high-performance culture.
- 6Provide independent analyses of policy and resource issues to support executive decision-making and strategic planning.
- 7Drive process improvements in budget operations using financial management systems and data analytics.
- 8Represent the agency in external reviews and audits, ensuring accuracy and transparency in budget reporting.
Requirements8
- 15+ years of senior executive leadership in budget formulation and execution for a Federal or state regulatory agency.
- 2Demonstrated knowledge of Congressional budget process, including presenting and defending budgets before OMB and appropriations committees.
- 35+ years managing diverse teams of budget, financial, and program analysts with a track record of delivering results.
- 4Expertise in Federal financial management regulations (e.g., OMB Circulars, FASAB standards) and appropriations law.
- 5Strong analytical skills with experience in complex financial modeling, cost-benefit analysis, and resource allocation.
- 6Excellent communication skills to advise senior leadership and testify before Congress.
- 7U.S. Citizenship required and ability to obtain and maintain a Q Access Authorization security clearance.
- 8Completion of a 1-2 year trial period with successful performance evaluation.
