Budget Analyst IV, State Finance & Compliance
Overview
You will own advanced budget preparation and analysis for the Texas Workforce Commission's Business Operations Division, managing budgets that span state agencies and divisions. Working under minimal supervision, you will prepare operating, salary, and facilities budgets, and guide budget procedures for a team. What You'll Do8
- 1Build Division and Department budgets, covering operating, salary, and facilities sections, using Excel and PeopleSoft.
- 2Produce budgetary and management reports that detail expenditure trends, and present analysis to leadership for decision-making.
- 3Coordinate budget preparation cycles, issuing instructions and ensuring accurate, timely submissions for budget requests and LAR.
- 4Verify budget coding and approve purchase requisitions, researching codes to ensure sufficient funds.
- 5Alert management to budget deviations, problems, and risks, and propose corrective actions.
- 6Drive process improvements in budget tracking and reporting, leveraging PeopleSoft and Excel.
- 7Supervise and guide junior analysts, overseeing their work and ensuring alignment with state regulations.
- 8Interpret and apply state and federal statutes and regulations to budget actions, ensuring compliance.
Requirements7
- 14+ years full-time experience in budget preparation, accounting, auditing, financial planning, or management.
- 2Proven ability to interpret and apply state and federal statutes and regulations, and to set priorities under tight deadlines.
- 3Strong analytical skills to gather and assess financial data, solve problems, and write clear, concise reports.
- 4Intermediate to advanced proficiency in Microsoft Office, especially Excel, for data analysis and modeling.
- 5Experience with PeopleSoft or a similar ERP system, preferred.
- 6Ability to adapt quickly to shifting priorities and frequent interruptions in a multi-project environment.
- 7Must be a Texas resident or willing to relocate, and not require visa sponsorship.
