Overview

The Program Analyst II leads procurement and supply chain auditing for the Bureau of Diplomatic Security’s Armored Vehicle Program. This role owns the development of scalable procurement frameworks across the world’s largest armored vehicle fleet. Success drives efficient resource allocation while maintaining strict compliance with federal regulations.

What You'll Do9

  • 1Conduct comprehensive field audits and fleet planning supporting the AV Program nationwide
  • 2Analyze cost data prepare detailed reports for DS senior leadership and State Department stakeholders
  • 3Provide technical guidance on allowable costs and develop cost allocation strategies
  • 4Manage full procurement lifecycle including contracting auditing and analysis for AV programs
  • 5Generate project information schedules and deliverables while monitoring progress
  • 6Audit departmental requirements to create continuous improvement initiatives
  • 7Collaborate with CFO to monitor budget plans and develop procurement innovations
  • 8Develop standard processes for AV acquisition programs through procurement price analysis
  • 9Perform other job-related duties as directed by leadership

Requirements10

  • 15+ years experience in procurement contracting or finance roles
  • 2Bachelor’s degree in Finance Accounting or related field
  • 3Strong oral communication presenting audit findings
  • 4Excellent interpersonal skills for stakeholder collaboration
  • 5Advanced problem-solving abilities to address discrepancies
  • 6Proficiency with Microsoft Word Excel PowerPoint Outlook Project Adobe Acrobat
  • 7Ability to travel 25% annually
  • 8Active Secret clearance with ability to obtain Top Secret clearance
  • 9Knowledge of federal procurement regulations and government policies
  • 10Experience with data analysis tools like Spark Airflow
