Contract Closeout Specialist - Federal Acquisition & VA
Overview
You will own contract closeout for the VA Enterprise Procurement Office, clearing 45 contracts per month with 85% completed within 60 days. Your work spans FAR, VAAR, and VAAM, using eCMS, FMS, IPPS, and IFCAP to drive files to zero balance. You join a remote team that values volume and precision, with surge coverage at fiscal year-end. What You'll Do9
- 1Process the monthly pool of closeout-eligible contracts, including fixed-price, labor-hour, and time-and-materials vehicles.
- 2Prepare SF 30 modifications and update contract data values in eCMS after closeout actions.
- 3Generate FPDS reports and tag required documents to contract files in eCMS.
- 4Review obligation history and balances in FMS to decide whether an action closes at zero or needs a de-obligation modification.
- 5Verify invoice and payment status in IPPS before final closeout.
- 6Amend purchase orders in IFCAP where needed to support closeout.
- 7Track the age of every open action and escalate stalled files to the Contracting Officer's Representative with written status.
- 8Contribute to the monthly Closeout Report delivered to the Contracting Officer and COR by the fifth of each month.
- 9Cover weekend surge shifts during the last two weeks of September and the first week of October for fiscal year-end.
Requirements8
- 14+ years of federal contract closeout or contract administration, with hands-on fixed-price, labor-hour, time-and-materials, and indefinite-delivery experience.
- 2An associate's degree or 8+ years of directly relevant experience in place of the degree.
- 3Demonstrated experience preparing contract modifications and maintaining records in a federal contract writing system.
- 4Ability to read and interpret obligation and payment data in a federal financial management system like FMS.
- 5Working knowledge of the FAR as it applies to contract closeout.
- 6Ability to obtain a VA Tier 1 background investigation and PIV credential, complete VA security and privacy training, and sign an NDA.
- 7Available to work a fixed daily shift within 7:30 a.m.–5:30 p.m. Eastern.
- 8Available for weekend surge coverage at fiscal year-end.
