Overview

You will lead requirement gathering and analysis for NC FAST, the State of North Carolina's Medicaid enterprise system. You will own the business analysis process across the full SDLC, working with a cross-functional team of developers, testers, and program staff. This hybrid role (Raleigh, NC) offers a 12-month extendable contract with the Government of North Carolina. You will drive Agile ceremonies and ensure requirements align with Medicaid policies, making a direct impact on system improvements.

What You'll Do8

  • 1Lead Fit/Gap and JAD sessions to map business requirements to standard features of NC FAST
  • 2Elicit and document detailed functional and non-functional requirements for Medicaid program changes
  • 3Translate business needs into user stories and acceptance criteria for Agile sprints
  • 4Facilitate requirement walkthroughs with key stakeholders and obtain sign-off
  • 5Collaborate with developers to clarify requirements and validate technical solutions
  • 6Support UAT by defining test scenarios and coordinating business user testing
  • 7Analyze impact of proposed changes on existing NC FAST workflows and data
  • 8Maintain requirement traceability matrices throughout the SDLC

Requirements7

  • 15+ years of business analysis experience, including Agile methodologies
  • 23+ years working with Medicaid programs, policies, and procedures
  • 3Hands-on experience leading JAD sessions and Fit/Gap analysis
  • 4Proficiency in creating user stories, use cases, and process flows
  • 5Experience with SDLC phases and requirement traceability tools
  • 6Strong communication skills, both written and verbal
  • 7Bachelor's degree in Business, IT, or a related field
