Overview

ICF seeks a proactive TRAINING SPECIALIST to lead training initiatives for CDBG-DR grantees across the continental United States. This role designs and delivers engaging learning experiences that empower recipients of disaster recovery funds while supporting broader technical assistance efforts. The ideal candidate combines deep subject matter expertise with strong instructional design skills to drive capacity building and compliance.

What You'll Do9

  • 1Design and develop high-quality virtual and in-person training materials focused on disaster recovery programs housing infrastructure mitigation and federal grant compliance
  • 2Facilitate interactive learning sessions using diverse methodologies including case studies role-playing and group discussions to enhance knowledge retention
  • 3Deliver instructional trainings under project management guidelines covering technical operational and management topics for diverse audiences
  • 4Contribute to product development as a subject-matter expert author or developer creating high-impact deliverables aligned with HUD requirements
  • 5Customize content for varying audience needs while ensuring regulatory accuracy and consistency across all materials
  • 6Collaborate with cross-functional teams to address technical assistance engagements related to housing community development and resilience initiatives
  • 7Maintain proficiency with multiple training platforms and virtual classroom tools to facilitate effective delivery
  • 8Provide direct guidance to grantees through various learning environments offering both group and individual instruction
  • 9Support occasional travel within the continental United States to engage with partners and grantees

Requirements10

  • 1Bachelor’s degree in Learning and Development Organizational Management Education Public Policy Finance Economics Business Administration Urban Planning or related field
  • 2Minimum 8 years of experience working directly with CDBG-DR programs HUD initiatives or comparable affordable housing programs
  • 3At least 2 years of experience utilizing virtual and in-person training platforms to conduct effective sessions
  • 4Strong facilitation and presentation skills for both virtual and face-to-face environments
  • 5Demonstrated knowledge of adult learning principles emphasizing relevance active participation and practical application
  • 6Flexibility adaptability and ability to manage multiple priorities in a fast-paced setting
  • 7Proficiency with Microsoft Office Suite including Word Excel PowerPoint Outlook and Teams
  • 8Team-oriented professional who can work independently and with internal staff and external consultants
  • 9Excellent problem-solving abilities with analytical thinking and recommendation skills
