Director, Insurance Product Filing & Lifecycle Management
Overview
Own the full ACA product lifecycle from design translation to filing, implementation, and optimization across 10+ individual and small group markets. You will lead the Product Development team and act as the central hub between Product, Technology, SIO, Actuarial, Operations, and External Vendors. This role demands structuring complex, multi-state filing processes and driving operational rigor. You will report into the VP, Insurance Product Innovation and Development and have direct impact on market compliance and scalability.
What You'll Do8
- 1Drive the insurance product execution calendar from design translation through filing, implementation, and ongoing optimization, operating as the hub of department PMO activities.
- 2Ensure agreement between product intent, regulatory requirements, and operational outputs in partnership with the Strategic Programs Organization.
- 3Implement ACA individual and small group filing components across Oscar's markets and oversee development of key artifacts like PBT, SOB, SBC, and benefit documentation.
- 4Coordinate inputs to guarantee filing readiness and timeline adherence, managing responses to regulatory objections and escalations.
- 5Implement QA frameworks and validation processes for product execution, establishing milestones and governance across the lifecycle.
- 6Resolve risks, dependencies, and data inconsistencies while enforcing controls like freeze windows and change governance during critical periods.
- 7Lead vendor relationships, serving as escalation point and managing performance for product execution and QA support.
- 8Mentor and lead associate-level staff, setting priorities and building team capabilities in product execution and regulatory understanding.
Requirements9
- 110+ years in insurance product (IFP and Small Group) execution, regulatory filings, and related roles.
- 25+ years managing people.
- 35+ years hands-on experience with health insurance regulatory filing processes, specifically ACA and state-specific filings.
- 44+ years leading complex QA and production workflows.
- 54+ years understanding controls, documentation standards, and version management.
- 63+ years partnering with senior leaders on planning, prioritization, and operating rhythm.
- 73+ years project management experience managing complex calendars and forums.
- 83+ years managing third-party vendors.
- 9Willingness to travel up to 25% of the time.
